Thousands of Berks County, PA residents will be impacted by new work requirement rules for food stamp recipients starting November 1, due to Trump-backed changes.
“This time that we are in is rather unusual, that we’re not getting a ton of help from the federal government on both additional resources or even clear information on the kind of things that they want us to do,”
said Hoa Pham, deputy secretary for the Office of Income Maintenance at DHS, describing the new requirements as “unfunded mandates”. The DHS is working to implement these changes without additional staff and resources.
The department is strategizing to deploy its existing resources to tackle the additional workload, including screening for work requirements and SNAP-eligible immigration statuses. Efforts are being made to fill vacant roles and train caseworkers, with staff working "around the clock".
DHS aims to simplify the application and benefit maintenance process to alleviate the administrative burden on existing staff.
