The US government shutdown has become the longest on record, surpassing 35 days.
The Senate failed to pass a short-term spending bill to reopen the government for the 14th time.
"I think there are people who realize this has gone on long enough, and there's been enough pain inflicted on the American people and it's time to end it,"
said Senate Majority Leader John Thune (R-S.D.). He expressed hope that bipartisan negotiators were "close" to reaching a deal.
Senate Minority Leader Chuck Schumer (D-N.Y.) also participated in the discussions.
The shutdown is moving into its sixth week, with no deal in sight.
